Founder and leader of the Office. His areas of specialization are: energy law, antitrust law, business law, administrative law & procedure.
Mariusz Swora is an author and co-author (also editor) of ca. 120 publications on administrative and commercial law (in Polish and English) incl. energy regulation, antitrust law (IT cases, antitrust procedure), banking law, personal data security, public management and smart grids (published e.g. in the Journal of Energy & Natural Resources Law, Metering, Yearbook of Antitrust & Regulatory Studies). Attorney Mariusz Swora is the author and editor of the commentary to the Polish Energy Law and one of the authors of the commentary to the Protection of Competition and Consumers Law. During his attorney practice (before 2007), attorney Mariusz Swora represented large IT companies in competition law cases.
Mr. Swora was a consultant of the Romanian government on de-concentration and decentralization of public administration and a member of the codification task force on the draft of the Romanian administrative procedure code. He was a research fellow at the Central European University in Budapest (1997) and European University Institute in Florence (2005). Mariusz Swora is an honorary member of the international association of regulators ERRA in Budapest, a former member of the board and the vice president of ERRA, as well as a member of the Programme Board of the Smart Power Grids – Polska Consortium. Since July 2012 attorney Mariusz Swora has been a legal expert to the European Commission in the consortium VVA Europe, Spark Legal Network, the Groningen Centre of Energy law and the Aberdeen Centre for Energy law.
